Key survey findings

By a solid 70% to 20% majority, voters say that state and federal lawmakers should pursue a different trade policy that reduces tariffs and lowers costs for consumers.

74% of voters say tariffs are contributing to inflation and affordability concerns, including 57% who strongly agree and only 21% who disagree.

76% of voters say American consumers pay most of the cost of imposing tariffs on imported goods.

By nearly a 2-to-1 margin of 40% to 21% voters are less likely to support a candidate who supports tariffs.

25% say farmers are impacted the most by tariffs, followed by the auto industry and retailers at 17% each, manufacturers at 16% and businesses reliant on trade with Canada at 14%.

Voters oppose tariffs on auto and manufacturing parts imported from Canada by a 63% to 31% majority, including 49% strongly opposed.

Michigan voters oppose tariffs by a 48% to 43% plurality, including 35% strongly opposed to tariffs and 25% who strongly support them.

When offered competing arguments, voters prefer reducing tariffs to keep costs down by 47% to 43% over raising tariffs to reduce trade deficits and encourage domestic manufacturing.

This survey was commissioned by the Michigan Smart Trade Alliance (MISTA).

When respondents were asked: “Generally speaking, do you support or oppose the United States imposing tariffs on imported goods?” A 48% to 43% plurality said they oppose tariffs, including 35% who strongly oppose tariffs and 25% who strongly support them. A 79% to 12% majority of Democrats, 58% to 31% of Independent voters oppose tariffs, while an 81% to 13% majority of Republicans said they support tariffs.

Respondents were asked: “Who do you think ultimately pays most of the cost of imposing tariffs on imported goods?” A 76% overwhelming majority said the “American consumers,” 10% said “Foreign companies exporting goods to the U.S,” 9% said “American businesses that import goods,” with 5% “undecided.” A 90% near unanimous majority of Democrats, 82% of Independents and 60% of Republicans said “American consumers” with 22% of GOP voters saying “Foreign companies.”

Voters were asked: “Which of the following industries in Michigan do you think are feeling the impacts of tariffs the most?” From a list of six read, 25% said “Farmers,” 17% said “The Auto Industry,” 17% said “Retailers,” 16% said “Manufacturers,” 14% said “Businesses who rely on trade with Canada,” 6% said “Hotel and tourism-based businesses,” with 5% “undecided.” 27% of Democrats, 24% of Independents and 24% of Republicans cited Farmers as their top choice.

Voters were asked: “Do you think tariffs are contributing to inflation and what is considered to be an affordability problem for many Michiganders?” A 74% solid majority said “yes,” including 57% who said “yes, strongly,” with only 21% saying “no,” including 12% who said “no, strongly.” A 93% overwhelming majority of Democrats, 84% of Independents, and 51% to 44% of Republicans all agreed with a “yes.”

When asked: “Do you support or oppose imposing tariffs on auto and manufacturing parts coming from Canada,” a 63% majority oppose these tariffs (49% strongly), and 31% support them (15% strongly). 88% of Democrats and 71% to 27% of Independents are opposed, with Republicans supporting tariffs on Canada by 56% to 35%.

When asked: “Which ONE of the two following statements comes closest to your view?”

“The U.S. should raise tariffs to reduce our country’s trade deficit with other countries and bring back manufacturing jobs to America, even if it means higher prices for consumers.”

“The U.S. should NOT impose as many new tariffs so that we can keep working toward lowering costs, even if that means America has a trade deficit with other countries and there aren’t as many potential manufacturing jobs that could be created over time.”

A 47% plurality prefers controlling tariffs to keep costs down, with 43% saying they prefer raising tariffs to reduce trade deficits and encourage domestic manufacturing. A 77% majority of Democrats and 56% to 26% of Independent voters prefer NOT imposing new tariffs to reduce costs, while 80% of Republicans prefer to raise tariffs, even if it means higher prices for consumers.

When asked: “If you learned a candidate for political office supported tariffs on imported goods, would you be more likely to vote for that candidate in the election, less likely to vote for that candidate, or would the issue of tariffs not influence your vote one way or the other?” 40% are less likely to vote for that candidate (26% much less likely), 21% are more likely (10% much more likely), with 36% not influenced. 68% of Democrats and 40% to 10% of Independent voters are less likely to vote for that candidate, with 44% to 8% of Republicans more likely to vote for that candidate (46% not influenced).

Finally, voters said by 70% that state and federal legislators should encourage a different tariff and trade policy that reduces tariffs and costs on consumers, with 20% saying this should NOT be done. 82% of Democrats, 71% of Independents, and 57% to 32% of Republicans agreed this should be done.

Michigan Agri-Business Association emphasizes importance of cross-border agricultural commerce

LANSING, Michigan — The Michigan Agri-Business Association (MABA) today announced it is joining the growing Michigan Smart Trade Alliance (MISTA) coalition to promote smart and consistent international trade policies.

“Michigan agriculture exports nearly $3 billion worth of agricultural and food products annually, with Canada accounting for approximately 43% of that value and another 16% headed to Mexico,” said MABA President Chuck Lippstreu .

“Let’s be clear: Export markets for Michigan products are critical for the future of our agriculture sector and our rural economy. For Michigan, market access made possible by the U.S.-Mexico-Canada Agreement remains a top priority because it accounts for nearly 60% of our state’s agricultural export value.”

MABA represents more than 280 companies and organizations spanning the agricultural value chain. The organization’s membership includes grain, oilseed and dry edible bean handlers, animal nutrition businesses, retailers and manufacturers of crop inputs, logistics companies, professional services providers and beyond.

MABA joins nearly a dozen statewide organizations calling on Congress to enact smart, predictable trade policies that foster business growth and keep costs down for families and small businesses.

Lippstreu emphasized the importance of trade for border states like Michigan:

For Michigan, Canada is by far the state’s top ag export destination, accounting for around 43% of the state’s total agricultural exports by value in 2024.

Ahead of Father’s Day, MISTA renews call for consistent trade policies to help lower prices for Michigan families

LANSING, Michigan — Tariffs on everything from grills to fishing gear to neckties will make it more expensive to say “Happy Father’s Day!” this year.

Many traditional Father’s Day gifts have spiked in price due to tariffs. Prices for grills, fishing gear and running shoes are all up because of tariffs . Neckties are more expensive . A survey by the Michigan Retailers Association found tariffs have forced stores across the Great Lakes state to raise prices and stock fewer goods.

The cost of food is also up because of tariffs. David Ortega , a food economist at Michigan State University , said that while tariffs are not the only reason for higher prices, they raise costs, reduce competition and create uncertainty that keeps food prices elevated .

“When Michiganders gather to celebrate dad this weekend, they will see the impacts of tariffs firsthand in their pocketbooks as they buy gifts and prepare for a backyard barbeque,” said John Sellek , a spokesman for the Michigan Smart Trade Alliance. “Michigan families are looking to Congress to enact stable and predictable trade policies that lower prices and boost our state’s economy.”

“With tariffs raising the costs on everything from fishing gear to golf equipment, it’s more expensive to say, ‘Thanks, dad!’” said Mark Fisk , a spokesman for MISTA. “No amount of dad jokes can soften the blow of these erratic tariffs. Group latest to join coalition calling on Congress to enact straightforward trade policies

LANSING, Michigan — The Southwest Michigan Regional Chamber of Commerce is the latest organization to join the growing Michigan Smart Trade Alliance (MISTA) coalition calling for Congress to enact smart and straightforward trade policies that allow Michigan businesses to grow and plan for the future.

The Southwest Michigan Regional Chamber was established in 1954 and represents more than 1,000 diverse members in Berrien, Cass and Van Buren counties across 14 cities, 20 villages and 55 townships.

“Our organization is deeply committed to supporting a broad array of businesses across southwest Michigan so they can succeed and grow, and to do that we need stable and predictable trade policies,” said Arthur Havlicek , the chamber’s president and CEO. “That’s why we are standing with a broad range of groups across Michigan coming together to support the Michigan Smart Trade Alliance.”

Nearly three quarters of Michigan retailers report being harmed by tariff policies and the uncertainty surrounding their implementation

LANSING, Michigan — Many Michiganders only learn of the harmful impact erratic trade policies have on prices and selection when they visit retailers across the Great Lakes state, putting retail workers on the front lines of our country’s trade policies.

That was the message from Drew Beardslee , vice president of government affairs for the Michigan Retailers Association (MRA), at a bipartisan webinar hosted Tuesday by the Michigan Smart Trade Alliance (MISTA).

The MRA has surveyed its members two times since sweeping tariffs were imposed last year. One followed President Trump’s announcement in April 2025 and the second came a year later, after the U.S. Supreme Court struck down tariffs enacted under emergency powers.

The most recent poll found that nearly three quarters of Michigan retailers report being harmed by tariff policies and the uncertainty surrounding their implementation. Retailers are “on the frontlines of tariffs,” Beardsley said, and bear the brunt of frustration from consumers as prices rise. Many retailers also report that the uncertainty of on-again, off-again trade policies makes planning into the next quarter or the next year nearly impossible.

“Until Congress can reassert its traditional role, we are going to continue to ride this rollercoaster,” Beardsley said. “There is a reason why Congress was identified in the constitution as the one branch that has responsibility over trade policies.”

“The surveys conducted by the Michigan Retailers Association prove something that we hear over and over: tariffs hurt businesses, and the erratic and on-again, off-again nature of the tariffs only compound that harm and make doing business extremely difficult,” said Mark Fisk , a spokesman for MISTA. “We need Congress to use the power given them in the Constitution to enact smart and consistent trade policies that enable businesses to thrive and lower prices for families.”

“The survey exposes deeper damage done by unpredictable tariff policies, with retailers reporting fewer raises for employees, less investment in facilities, and other financial problems,” said John Sellek , a spokesman for MISTA. “They echo the U.S. Supreme Court in calling on Congress to enact stable and predictable trade policies that allow our businesses to plan for future growth and job creation.”

LANSING, Michigan — The Michigan Smart Trade Alliance (MISTA) will showcase a recent survey by the Michigan Retailers Association that found nearly three quarters of respondents reported tariffs were having a negative impact on their business.

The Michigan Retailers Association conducted the survey following the U.S. Supreme Court decision in February that struck down tariffs enacted under emergency powers. Michigan is home to more than 90,000 retail establishments, employing more than half a million workers. As Michigan retailers prepare for a busy summer season, tariffs are acting like a summer tax – requiring business owners to explain the higher costs or product shortages to customers.

MISTA will host a webinar at 9:30 a.m. Tuesday, June 16 , to highlight the experience of Michigan retailers as they navigate trade and tariff pressures. Drew Beardslee , the retailers association vice president of government relations, will offer those insights and more from the survey of retailers across the Great Lakes state.

The Wall Street Journal: 1 million new car buyers vanish as gas prices soar, inflation and interest rates remain high

LANSING, Michigan — One million U.S. car buyers have been priced out of the new car market as car companies face hefty tariff costs and other pressure points, according to a new report from The Wall Street Journal.

Drivers have fewer affordable, lower-priced car options as most brands focus on higher-end vehicles and most automakers are paying billions of dollars on costs each year to cover tariffs, the newspaper reported .

The article also noted that Americans bought around 17 million new vehicles per year before 2020. This year, industry analysts expect sales of around 16 million.

“The economy is delivering a difficult one-two punch to Michigan automakers: Fewer new car buyers and higher costs,” said John Sellek , a spokesman for the Michigan Smart Trade Alliance. “It’s time for Congress to take action to help alleviate pressure on the auto industry, which is a vital part of Michigan’s economy, by taking up measures that would set smart and consistent trade policies.”

Newspaper analysis notes use of third-party importers could prevent them from receiving needed tariff refunds

LANSING, Michigan — As small businesses across the Great Lakes State continue to face the high costs of tariffs, a new report by The Detroit News notes the use of third-party importers by many small businesses will likely prevent them from receiving a refund.

Many small businesses are not listed as the importer of record for goods purchased from other countries, a technicality that determines refund eligibility, The Detroit News reported.

The U.S. Court of International Trade ordered the federal government to start issuing refunds after the U.S. Supreme Court struck down tariffs imposed under emergency powers. While large companies typically have departments in charge of international trade, many small businesses use freight forwarders, brokers or out‑of‑state suppliers.

“This is the latest example of why small, independently owned businesses in Michigan need Congress to enact smart and consistent trade policies that allow small businesses to thrive and plan for future growth,” said Mark Fisk , a spokesman for the Michigan Smart Trade Alliance.

“This is a difficult time for small businesses in Michigan and, because of a technicality, they are unable to get relief that many of them sorely need,” said John Sellek , a MISTA spokesman. “We hope Congress sees the difficulties facing small businesses and take up measures aimed at establishing stable and smart trade and tariff policies.”

Spiking cost of ground beef, other summer celebration ingredients show need for consistent trade policies

LANSING, Mich. — Michiganders will be paying more this year for staples of Memorial Day weekend as tariffs drive up the cost of everything from grilling utensils to ground beef for backyard barbeques.

Consider what goes into hamburgers this Memorial Day: Ground beef prices are up nearly 20% since December 2024 and romaine lettuce is up nearly 17%, according to the financial publication inc.com .

Potato chips costs are up more than 7%, according to Inc., and tomatoes are at their highest price in eight years, WXYZ reported . The cost of mustard is also on the rise because U.S. mustard producers get most of their mustard seed from Canada .

The price of a six-pack of bottles of Miller Lite American Lite Lager Beer rose more than 13% last year while grill tool costs went up nearly 18%, according to The Hill .

“Gathering together with family and friends this Memorial Day weekend will be more expensive because of the impact of tariffs on everything that goes into a backyard celebration,” said John Sellek , a spokesman for the Michigan Smart Trade Alliance. “It is time for Congress to enact smart and consistent trade and tariff policies that will lower prices for families in Michigan.”

Tariffs contribute to rising price of boating in Michigan just as summer arrives

Tariff-induced higher prices on materials for boats, coupled with soaring gas prices threaten upcoming boating season in Great Lakes state

LANSING, Mich. — The boating industry is facing headwinds as tariffs are spiking the costs of raw materials as well as higher fuel prices, factors that could force many to scale back their time on the water this summer.

That’s bad news for many in the Great Lakes state, particularly those waterside communities that depend on boaters to boost their bottom lines. Michigan is home to more than 1 million registered boats, making it second in the nation by some estimates.

The boating industry needs “predictable and balanced trade policy” to thrive, Frank Hugelmeyer , president and CEO of the National Marine Manufacturers Association, told boatingindustry.com.

Michigan’s $11.7 billion boating industry is taking a hit partly because tariffs add to costs for raw materials like steel and aluminum, which hurts small and mid-sized boat makers, Hugelmeyer said. Meanwhile, the high cost of fuel due to the ongoing war with Iran is hurting the boating industry across the country, where it accounts for more than 812,000 jobs and $230 billion a year in spending, according to Bloomberg.

In waterside communities across Michigan, restaurants, marinas, bait stores and downtown shopping districts depend on the boaters who visit to get out on the water. When that steady stream of customers wanes, entire communities could feel the shock, Mariano Torras , a professor of economics at Adelphi University on New York’s Long Island, told Bloomberg .

“Boating is one of the wonderful ways to explore the beauty of Michigan and local small businesses, including restaurants, hotels and shops, depend on a healthy boating industry,” said John Sellek , a spokesman for the Michigan Smart Trade Alliance . “We need smart and consistent trade policies that help ensure businesses across our economy can thrive, including boating manufacturers and everyday Michiganders who want to spend time on the water.”

Tariffs contribute to drop in Canadian tourism, highlighting need for consistent, smart trade policies

Michigan businesses that rely on tourists see fewer Canadian visitors and a drop in spending

LANSING, Michigan — New data shows a dramatic decline in Canadian tourist visits to Michigan over the past two years is hurting restaurants, hotels and attractions across the state and demonstrates the need for lawmakers to enact smart, consistent trade policies that protect the state’s longstanding relationship with its northern neighbor.

Visits by car by Canadians into the U.S. have dropped 35% over the past two years, leading to a $4.5 billion drop in visitor spending , according to Forbes. A 30% decline in Canadian visitors to southeast Michigan between 2024 and 2025 hit restaurants, hotels and attractions especially hard as businesses experience the sudden loss of a dependable source of revenue, according to the Detroit News.

Canadian visits to northern Michigan have also plummeted , according to the CBC.

“It’s increasingly rare to see an Ontario license plate in towns across Michigan that have long depended on Canadian visitors, including Traverse City, Port Huron and Detroit,” said Mark Fisk , a spokesman for the Michigan Smart Trade Alliance (MISTA). “Small business owners need lawmakers to enact smart and stable trade policies that lower prices for families and protect our important relationship with Canada.”

Tariffs are driving up the cost of food served in restaurants. They are hurting the ability of the lodging industry to refurbish or build new hotels across the state. And trade policies are playing a role in the decision by Canadian tourists to visit the Great Lakes state less frequently: southeast Michigan reported 30% fewer visitors from Canada between 2024 and 2025 , which hurts hotels and restaurants.

Former Under Secretary of Commerce for International Trade highlights harm to Michigan industries under current trade policies

LANSING, Michigan — An international expert on trade and tariff policies highlighted the difficulties facing important Michigan industries during a recent webinar hosted by the Michigan Smart Trade Alliance (MISTA) for business leaders in the Great Lakes State .

Chris Padilla , a senior advisor at the Brunswick Group in Washington, D.C., and former Under Secretary for Commerce for International Trade under President George W. Bush , noted that tariffs on raw materials such as steel and auto parts hurts Michigan automakers, which compete for customers against imported cars with lower tariffs.

"If you read the Supreme Court decision, they remind the Congress that the authority to levy tariffs and regulate foreign commerce is with Congress exclusively under the Constitution,” Padilla said. “I think that there are many people in the trade community that would like to see Congress take some of that authority back.”

Padilla also noted the especially difficult economic situation facing the agriculture sector, which is an important part of Michigan’s economy, as fertilizer costs have continued to climb. A recording of Padilla’s virtual presentation is available on YouTube .

Tariffs on lumber, steel, other materials hike already high cost of housing for Michigan families

LANSING, Michigan — As the cost of everything continues to rise and affordable housing is reaching a crisis level in communities across the state, the Michigan Smart Trade Alliance (MISTA) is highlighting the role tariffs continue to play in driving up the cost of new homes.

Tariffs increase the cost of contruction materials including lumber, steel and aluminum, adding nearly $11,000 per unit to the cost of building a new home, on top of already record-breaking housing prices, according to estimates from the National Association of Home Builders (NAHB). An analysis from the Center for American Progress determined that tariffs would add $17,500 to the cost of a new home built today.

Tariffs on Canada play a significant role in the skyrocketing cost of new homes because the country accounts for roughly 85% of all U.S. softwood lumber imports and nearly one-quarter of the supply in the U.S., according to the NAHB . “In effect, the tariffs act as a tax on American builders, home buyers and consumers,” the NAHB said.

Tariffs on other materials and components vital to home construction, ranging from steel and aluminum to home appliances, also contribute to the rising cost of construction.

“Tariffs are adding thousands of dollars to the price of a new home at a time when families can least afford it,” said Mark Fisk , a spokesman for MISTA. “We need to have a bipartisan, thoughtful discussion on ways to create smart, consistent trade policies so we can help Michigan families afford homes and reduce costs so that home builders, manufacturers and small business owners can prosper and add to housing inventory across the state.”

Michigan Smart Trade Alliance calls for smart, consistent trade policy to help farmers compete

LANSING, Michigan — Michigan farmers and agricultural businesses, along with growers and food producers from across the country, are on the brink of “widespread collapse,” a bipartisan coalition of former U.S. Department of Agriculture officials and farming organizations warned in a letter to Congress this week, according to a report in The New York Times .

The current federal tariff policies are crushing a range of agricultural commodities. Michigan’s wheat exports to Canada are down 89%, cherry exports are down 62% and soybean exports to China are down 46%, according to The Washington Post. Nationally, beef and pork exports were down in 2025 compared to the previous year.

“The already difficult work of farming is even more challenging because of the current tariff policies and uncertainty,” said Mark Fisk, MISTA spokesman. “Farmers growing our food need consistent trade policy so they can plan for the future and thrive for generations to come. We’re seeing that harsh tariffs, uncertainty and trade tensions have pushed many Michigan farmers to the brink.”

LANSING, Michigan — It’s Michigan’s economy, not long-time international trading partners like Canada, that is suffering because of the current inconsistent U.S. tariff strategy, according to an editorial published Wednesday by The Washington Post’s editorial board .

Michigan is experiencing layoffs, inflation, higher prices and deepening anxiety because of the current on-again, off-again tariff strategy, the editorial says. The Post’s editorial board writes: “‘Made in America’ increasingly feels like ‘Taxed in Michigan.’”

Bipartisan poll indicates Michigan residents are concerned about costs, watching trade issues, and opposing tariffs

Lansing, Mich. — The Michigan Smart Trade Alliance (MISTA), a new non-partisan statewide public policy organization, announced today that it will lead an education effort in support of Michigan families and small businesses seeking smart, consistent trade policies.

MISTA’s mission is to encourage thoughtful discussion about trade policy, including tariffs, that affect the entirety of our great state’s economy. Leveraging insights from Michigan public policy professionals with decades of experience on state legislative and regulatory matters, MISTA will elevate the voices of Michigan business and industry, including autos, agriculture, tourism, retail, restaurants, hospitality, manufacturing and more.

Over the coming months, MISTA will focus on growing its coalition by providing opportunities where both trade and tariff education and discussion can take place.

Where Michigan stands on trade and tariffs

Among the MISTA’s first initiatives is a study of consumer sentiment in Michigan on key trade-related topics, including tariffs and their effects on family and business budgets.

MISTA recently commissioned a statewide poll of 600 registered Michigan voters focused on U.S. trade policy and tariffs, conducted by a respected, bipartisan team of national pollsters from UpONE Insights (R) and Impact Research (D).

“Our poll confirmed that Michiganders across party lines are struggling with affordability issues and, understandably, are not wild about policies that can cause higher prices,” said John Sellek, Chief Strategist and CEO, Harbor Strategy Public Affairs. “They know we must reduce our reliance on foreign suppliers through smart trade deals, but in ways that reduce the pressures of everyday costs, support Michigan’s diverse economy, and protect critical trading relationships, like the one our auto industry has with Canada.”

Concerned about costs, watching trade issues, opposing tariffs

MISTA’s bipartisan poll shows overall that costs and affordability are very concerning to Michigan residents. As such, state residents overall oppose trade policies that result in additional price increases, including tariffs.

The poll indicates that the strongest messages opposing tariffs directly touch on voters’ concerns about cost increases hurting their quality of life and the negative impact of tariffs on Michigan’s relationship with its largest trading partner, Canada. Whereas the most effective messages in support of tariffs are focused on America’s need to reduce foreign reliance and level the playing field against countries like China. Solutions to limiting costs and fairer trade deals lies within those parameters.

Costs and affordability dominate the state’s issue agenda

· Reducing costs is by far the most important issue to voters, with the economy and jobs the 2 ^nd most important. Only 16% said their personal financial situation is improving.

Voters are watching tariff and trade issues…

· More than 80% have heard about U.S. tariff policy discussions, across the political spectrum.

Michigan voters see tariffs as a tax…

· 72% of voters think tariffs are “a tax on goods imported into the United States”, with little difference between Republicans, Independents and Democrats.

· 13% said tariffs are a negotiating tool.

Key Findings:

The issue of affordability reigns supreme in Michigan. Voters are paying close attention to trade issues, oppose imposing tariffs, and are strongly against imposing tariffs on auto parts from Canada. The strongest messages in support of tariffs attacks our reliance on foreign suppliers, while the most effective against tariffs are related to costs and our relationship with Canada.

Detailed Findings:

Costs and affordability dominate the state’s issue agenda. Fully 66% of voters said that “reducing the cost of everyday goods and services” is one of the two most important issues facing them and their families, with the next closest issue being “improving the economy and creating jobs” at 35%. Further, only 12% of Michigan voters believe the state’s economy is “getting better” and just 16% of Michiganders say their own personal financial situation is “getting better.”

Voters are paying attention to trade and tariff issues. More than eight out of ten (86%) voters report having seen, read, or heard “a lot” (44%) or “some” (42%) about tariffs and U.S. tariff policy. Meanwhile, just fourteen percent (14%) know “not much” (11%) or “nothing at all” (3%).

Attention to trade and tariff policy is not strictly isolated to one political party over the other as Republicans (33% “a lot”), independent voters (43% “a lot”), and Democrats (57% “a lot”) are all paying close attention.

In addition, nearly seven out of ten (69%) Michigan voters think they understand tariff policy “very well” (16%) or “somewhat well” (53%). Just twenty-nine percent (29%) report understanding tariffs “not too well” (22%) or “not well at all” (7%).

Michiganders oppose the United States imposing tariffs on imported goods by six points (43% support-49% oppose), with intensity stronger against imposing tariffs by double-digits. Opposition to tariffs is driven by a broad coalition of swing voters, including independent voters (50% oppose), Seniors (52% oppose), suburban voters (51% oppose), moderate voters (54% oppose), and both those with (53% oppose) and without (47%) a college degree.

Michigan voters strongly oppose imposing tariffs on parts from Canada.

By four points, Michiganders oppose imposing tariffs on auto and manufacturing parts coming from foreign countries (42% support-46% oppose). Yet, when asked about Canada in particular, Michigan voters strongly oppose imposing tariffs on parts coming from Canada (31% support-60% oppose).

Michigan voters think tariffs are a tax. When asked to select what “best” describes a tariff, seventy-two percent (72%) think tariffs are “a tax on goods imported into the United States.” This is followed by thirteen percent (13%) who think they are a negotiating tool to reduce America’s trade deficit with other countries, and seven percent (7%) who indicate it is a tax on goods sold in the U.S.

There is little difference in attitudes by partisan affiliation, as Republicans (71%), independent voters (62%), and Democrats (81%) all agree that tariffs are best described as a tax on imported goods.

There is little disagreement across the political spectrum on who will bear the impact of tariffs – American consumers. Nearly two-thirds (64%) of Michigan voters believe “American consumers” pay most of the cost of imposing tariffs. A majority of GOP voters (50%) and Trump voters (50%), and a plurality of MAGA supporters (46%), believe consumers ultimately pay most of the cost.

The strongest messages in support of imposing tariffs focus on America’s need to reduce foreign reliance and level the playing field against countries like China.

Methodology: UpONE Insights (R) & IMPACT Research (D) conducted a Michigan statewide survey of N=600 registered voters, September 9-14, 2025 (+ 4.0%) utilizing a methodology of online interviewing with survey respondents verified from the Michigan voter file. Demographic information was matched to Michigan voter file data.
